Mr. Thomas considers
that it was no doubt the intention
that these certificates should be
the
valid for/return journey
and,
in fact, there seems to be nothing in
them which actually restricts them
to a single journey. He, therefore,
considers that there will be no
objection to giving the Passport Office
the general authority for which
is requested
Sheg ok, that is, to endorse the
certificates as valid for the return
journey. He would propose, however,
to suggest to Hong Kong that the
wording of the certificates should
be altered as to make it clear that they
are valid for the return journey without
endorsement
